MiniMax says H3 can be licensed in the US and Europe, but default limits remain

MiniMax disputes claims that H3 is illegal to use in certain regions and says organizations in the US, EU, UK, and South Korea can apply for deployment authorization. Its license materials nevertheless indicate territorial restrictions for default open-weight use and additional compliance review.

MiniMax says MiniMax H3 is not categorically barred in the United States, European Union, United Kingdom, or South Korea. Organizations in those markets can submit an application, after which MiniMax may review the deployment scenario and required safeguards before granting authorization.

That position is narrower than an unrestricted-use claim. The community license for the open weights sets an applicable territory and limits activities such as self-hosting, reproduction, modification, distribution, and display outside that territory. The available documentation also suggests that API access and local deployment may be governed differently.

The license does not clearly resolve whether cross-border publication is determined by the creator’s location, the hosting infrastructure, or the audience. Businesses planning commercial releases or international distribution should obtain written clarification from MiniMax before relying on H3 in production.
